Did Missouri Legalize Cannabis?​

Cannabis legalization in Missouri has been a long and contentious battle. The state first legalized medical cannabis in 2014, but implementation was stalled for years due to various legal challenges. In 2018, Missouri voters finally approved a ballot measure to fully legalize cannabis for adult use.

The journey to legalization started back in the early 1970s when Missourians voted to decriminalize the possession of small amounts of cannabis. This law was largely symbolic, as it did not change the penalties for the sale or cultivation of the drug. Nonetheless, it signaled a growing acceptance of cannabis among the general public.

Cannabis History in Missouri​

In 1996, California became the first state to legalize medical cannabis, setting off a wave of reform across the country. Missouri lawmakers attempted to pass their own medical cannabis bill in 1998, but it failed to garner enough support. It would be another 16 years before they would try again.

In 2014, Missouri passed a limited medical cannabis law that allowed patients with certain qualifying conditions to purchase and use marijuana with a doctor’s recommendation. However, the implementation of the program was delayed for years due to various legal challenges. In 2016, lawmakers expanded the list of qualifying conditions and created a system for licensing dispensaries and growers.

But by 2018 there were still no dispensaries operating in the state due to continued legal delays. Finally, in November 2018 Missouri voters approved Amendment 2, which fully legalized cannabis for adult use. The amendment went into effect on December 6th , making Missouri one of 10 states (plus Washington D . C .) with legal recreational marijuana. Under the new law , adults 21 and over can possess up to 1 ounce ( 28 grams ) of weed , grow up to 6 plants at home, and purchase weed from licensed retailers.
